RTBU and ASU Bulletin No: 83/2008 

The Rail Tram and Bus Union and Australian Service Union attended a meeting with RailCorp on 28 October 2008 to discuss RailCorp’s Station Reform proposal identified in the 2008 RailCorp Union Collective Agreement.

RailCorp tabled a document that set the principles that would be used to develop the reform proposals.

The union has made it clear to management that we are prepared to negotiate sensible reform that focuses on customer service but were not interested in lazy proposals that did nothing but cut costs.

After consultations and discussions, RailCorp’s four key areas of reform are:

Introduction of a dedicated cleaning unit for Stations

Both Unions proposed to revisit work that had already been carried out with respect to dedicated cleaning units where full time CSA cleaning rosters operate at major locations.

Dual and Multi Control of Stations

The union has argued that previous functional agreements allowed for the review of stations with 1, 2 or 3 persons and this should be the starting position to review if dual control is possible.

Increase in multi-skilled positions

RailCorp outlined a proposal to increase the use of CSA’s in booking offices. The union has argued that a properly thought out criteria should be developed instead of adopting an ad hoc approach to work value that adversely impacted on salespersons positions.

Review of attended stations

This is a matter for Government Policy where the Government has previously made a commitment not to change Station Business Hours. RailCorp have advised that they are yet to receive support for changes to station hours from the Government.

RailCorp have made a commitment to take into consideration the union’s position and respond within the next few days. Further, they will provide us with the resource proposals for each station. Both unions will ask delegates from each area to examine the proposals for feedback to a joint RailCorp – Unions meeting to be held in the next few weeks.

Both unions raised the ongoing issue regarding Station Managers rosters to which RailCorp will respond with the resource proposals and any feedback provided by delegates.

Members will be kept informed.
