Survey Results
Thank you to members for your participation in the ASU survey regarding changes at MYC and your considerable feedback. As you will be aware, 3 options were presented to members regarding rosters. As a result of the survey, the ASU can advise that the preference of members is either options 1 or 3 with a slight preference for option 1.
Option 1
Weekdays: 8am -4.30pm, 4pm -11pm (Sleepover), 7am – 8.30am
Weekends: 8am – 8.30am, 7am – 11pm
Option 3
Weekdays: 11am – 11am
Weekends: 11am – 11am, 9am – 11pm
Members also overwhelmingly indicated that any cost cutting exercise should be spread across the agency, including a pay reduction to management positions. In addition, an 88% majority of members indicated that existing staff should have the opportunity to apply for positions in the new MYC staffing structure before any external advertising.
Negotiations Continued
Having regard to your survey feedback, the ASU and your delegates met with MYC management yesterday and put the following proposal to MYC on your behalf:
1. Administration and Managerial Cuts
The ASU members have indicated that if cuts and savings are to be made to rosters then there must be cuts and savings made from management and administration.
The ASU and its members believe that if a significant proportion of the cost of the proposed introduction of change is to be borne by the employees ($500,000) then a corresponding proportion of the burden of cost should be shared by management.
2. First Offer of New Positions to Existing Employees
We understand that a significant number of vacancies will exist in the new structure. On our estimates there are up to 12 positions in the new structure that have not been filled. The ASU proposes that these new positions be offered in the first instance to existing staff via an internal application process. To the extent that existing staff are successful in obtaining a new position then it is expected that the impact of the new roster arising from the changes will be mitigated. The ASU seeks further advise from MYC as to the precise number of positions and a response from MYC to this proposal.
The ASU calls for existing employees to have first opportunity on new positions created by the restructure.
3. Rosters
The ASU has surveyed its members on a number of roster options. In circulating the options the ASU listed “Pros” and “Cons” for each option. As a result of the survey the ASU can advise that the preference of members is either options 1 or 3 with a slight preference for option 1.
The ASU submitted that members strongly object to any rotating rosters and that any roster should be fixed fortnightly. Further the ASU submitted that the same staffing ratios be maintained as they currently exist.
The ASU submits that a form of “red circling” should be used to mitigate and phase in the financial impact of the new rosters on employees. That phase in should operate as follows:
- calculations should be made in regard to the actual loss that the new roster would have on each employee
- where the loss is less than $25 a week then no phase in protections would operate
- where the loss is greater than $25 a week then the loss should be phased in over a 2 or 3 year period.
Where To Now
We agreed that the following process will now take place:
- MYC will consider the proposals put by the ASU and will respond in writing by Friday 31st October.
- MYC and the ASU and its delegates will meet on Tuesday November 4th at 8am to discuss both the ASU proposal and the MYC response.
- MYC will facilitate meetings between the ASU and its members on Wednesday November 5th in relation to the proposed restructure.
- Provided that a satisfactory agreement has been reached at the meeting of the parties on November 4th the ASU will recommend to its members that the “agreement” on the restructure be agreed to by members.
- That, subject to the above, the new rosters will commence on November 19th for a trial period of 4 months.
Industrial Relations Commission
The Industrial Relations Commission will be kept informed of the above developments and we will indicate that should there be any breakdown in communications that the matter will be restored to the Commission for their assistance.
